Well I know it has been answered but the way I think of it is that the first to bet in ANY round is well the first bet lol, A raise of that initial bet is a 2 bet anyone raises that its a 3 bet.
EXAMPLE “Holding Queen Nine of clubs on a K-10-5 board with two clubs, I the flop and the preflop raiser decides to raise. With so many outs to improve my hand I decided to three-bet on the flop.”
